「VALCOE（Value-adjusted LCOE: VALCOE）」は、価値調整済みLCOEという。
LCOEは、電源別発電単価（Levelized Cost of Electricity）のことである。
再生可能エネルギーの大量導入等に伴う電力市場の変化を経済性評価に取り入れるために国際エネルギー機関（IEA）が考案した指標で、あるエネルギーミックス内で、各電源の電力量価値、容量価値、及び柔軟性価値を計測し、「価値が低い電源」を「相対的にコストが高い」電源と見做し、市場の平均価値から当該電源の価値を引いた値をLCOEに加算することで、価値によるコストの補正を行うものである。
